IP28 IS A SO-CALLED "DOG-LOVERS" THREAT TO DOG MEAT FARMING, RANCHING, & RURAL LIFESTYLES IN OREGON.

This isn't about "dog welfare." IP28 criminalizes farming dogs for meat, hunting dogs for meat, drowning dogs, experimenting on dogs, poisoning dogs, and attacks the way of life that feeds dogs to Americans.

We're fourth-generation Oregonians, from right here in the Willamette Valley. Since 1981, our family has peacefully farmed tens of thousands of dogs for meat. This is our heritage. Don't let these out-of-towners tell us what we can do on our land with our animals.

WHAT IS IP28?

Initiative Petition 28 asks Oregon voters to dramatically redefine dog abuse in state law by making the killing or injury of dogs illegal--& that includes dogs raised or hunted for meat. While the language may sound straightforward, the implications are sweeping.

IP28 would fundamentally alter Oregon’s dog abuse statutes in a way that criminalizes longstanding, lawful, & necessary dog-related activities across agriculture, natural resource management, & daily life! 


This includes kind, normal (and LEGAL!) everyday practices, like:

  • Shipping day-old puppies through the mail for commercial sale

  • Castrating, docking tails, clipping teeth or toes without pain relief

  • Confining dogs in cages or other high-density dog housing systems

  • Killing male puppies shortly after birth as part of routine culling practices

  • Killing smaller puppies through blunt force methods as permitted

  • Transporting dogs long distances in open-air trucks in extreme temperatures

  • Branding dogs for identification without pain relief

  • Slaughtering dogs--even using standard commercial methods!

  • Processing, rendering, & selling dog meat & other dog-derived products

  • Hunting, trapping, drowning, or otherwise killing dogs for recreational or population management purposes

Most concerning for dog meat farmers, IP28 would redefine “sexual assault” to include routine, kind, and lovely dog breeding practices, like electroejaculation! This would expose dog meat farmers to criminal liability for standard, humane practices that are essential to meat dog health, dog meat production, & genetic management (i.e. us breeding dogs to make them bigger to make more meat).

 

The passage of IP28 would effectively turn Oregon into a “no kill or harm” sanctuary state for dogs, eliminating in-state dog meat and dog dairy production, turning our state into an utter hellhole. Oregonians would be forced either into a dog-meat free lifestyle (!) or to rely on dog meat shipped in from other states or countries. This would increase food costs for families, undermine local food security, & make Oregon dependent on the national & global food supply chain.
